Realignment

Overview
- The new structure
is designed to provide defined service delivery areas. Each regional
Personal Property Office will have clearly identified serviced areas.
- These serviced
areas are based on the geographical location of NOAA Property Custodians
in each state, territory, or country being serviced by a designated
Personal Property office. While there are no significant differences
in the location of Personal Property Offices, it is planned to constantly
reassess workload and shift workload, rather than personnel, to ensure
a good distribution of the entire Personal Property workload across
the four operational Personal Property Offices.
- Under this realignment,
two servicing hubs will be established: Seattle (for Western Region)
and Silver Spring (for Eastern Region). The Personal Property staff
in Boulder will be assigned to a Team Lead located in Seattle, while
the Norfolk staff will be assigned to a Team Lead in Silver Spring.
- Personal Property
staff in all field locations who formerly reported to the Building
Management Branch Chiefs will now report to the Personal Property
Management Branch Chief in Silver Spring, who will report to the Deputy
Director of the Logistics Division who is the NOAA Property Management
Officer (PMO).
- Personal Property
staff in the field will not be forced to relocate by this realignment.
As future vacancies occur, the Logistics Division will reassess the
most appropriate location at which to fill the vacancy, based on an
assessment of workload and program management effectiveness
- Personal Property
workload within the Personal Property Management Branch will be distributed
on a geographical basis based on the physical location of Line/Staff
Office Property Custodians.
- Personal Property
Management Branch Personal Property Account Managers, presently supporting
Line/Staff Offices in the National Capital Area, will be converted
to Personal Property Office Assistants supporting a designated region.
