Who is Responsible for what?

 

Every employee (Users of the Assets)

 

Steward Contacts (Custodians of the Assets)

The Steward Contact is designated by the Property Custodian to assist with acquiring, inventorying, and disposing of NOAA property assigned to the custodial area. This individual often performs the actual "hands on work", e.g., affixing a PIN, submitting paperwork, or conducting the inventory.

 

Property Custodians (Asset Center Representatives)

The Property Custodian is a designated individual who has the authority and responsibility for the immediate physical custody of all personal property under their control and within their custodial area (Asset Center or Steward Organization). There may be one or more custodial areas within an accountability area. The Property Custodian should be physically located near the property for which he or she is responsible and their custodial area should be manageable in size. The Custodian may assume the responsibilities as a result of the position held or may be designated by a Property Accountability Officer. The person must be in a position of authority to decide matters regarding the acquisition and disposition of property for an office. In rare cases would the person hold a grade less that the equivalent of a GS-11 in the field or GS-12 at Headquarters. The Property Custodian is responsible for ensuring that the required annual physical inventories are conducted for their custodial area.

 

Property Accountability Officers (Owners)

The Property Accountability Officer is an individual responsible for the effective administration and maintenance of the property control and accountability system within the accountability area for which he/she has been assigned. They are also responsible for managing the effort to reduce the number of unreconciled procurements as listed on the NOAA UPR.

 

Regional Property Team Leaders (Western, Eastern)

 

Line Office Property Manager

An individual appointed by the Line Office to serve as the nation-wide central point of contact for all matters related to the management of personal property for the Line Office.

 

NOAA Property Management Officer

The Property Management Officer (PMO) is appointed by the Under Secretary for Oceans and Atmosphere to serve as the focal point for the NOAA personal property management program.
