When you click on the link on the NOAA Personal Property Home Page called “Sunflower log-in”, you are taken to a web page where you are asked to identify yourself. As long as you are a NOAA employee who is registered to send and receive email, you will be permitted to enter. You identify yourself by giving your email user name (without the @noaa.gov) and your email password. (If you have forgotten your email password, call your local NOAA IT help desk.)
Once you have submitted your User ID and password, you will be taken to a web page with five links. Your ability to use any part of this site depends on your role in NOAA property management as it has been defined within Sunflower Assets, NOAA's personal property management system. If you find you are not able to perform an action, please contact the Personal Property office in your Region and ask your Property Office Representative for assistance.
The first three links are only for the use of NOAA Property Custodians, Steward Contacts or Users of assets that have been identified as such in Sunflower and who wish to work with their own assets.
The first link, “Sunflower Assets Forms”, will take a Steward Contact or a User to a web page with a Sunflower logo. In order to go any further, if you are using a Microsoft Windows operating system, your computer must have the correct version of JInitiator installed. If you are using a Macintosh with Mac OS X, your computer already has the Java software required. If you are prompted to install JInitiator, please follow the instructions that will appear on your screen and do so.
If your computer has the Java software required, after several seconds, you will start to see a window created that will eventually finish and present to you the Sunflower Assets application. This application is used by NOAA to manage its personal property. As a NOAA Property Custodian, Steward Contact, or asset User, you have been assigned a specific “role” within Sunflower which gives you limited ability to directly manage your personal property records using the Sunflower Assets application.
The second link, “Sunflower Assets Reports”, will take you to a new web page with 9 links. (This is the same page that will open if you select the “Reports Main Menu” link when running reports directly out of Sunflower Assets [the first link above]).
Interest Asset Reports - The first five links allow Propety Custodians, Steward Contacts and asset Users to run reports directly out of Sunflower Assets for each of the five different types of interest assets, agreement assets (leased property), inventory assets (Management Reports), financial assets (capitalized property), inactive assets, and excess assets.
Review Reports - The Review Reports provide information regarding the progress of the annual physical inventories.
Administration Reports - The Administration Reports provide information about the administration of the application, but also include the report of NOAA organizations and steward contacts.
User Defined Reports - The User Defined Reports link takes you to three types of reports which have been specifically created for NOAA. The first are the NOAA Specific Financial Reports which are used to create quarterly reports of capitalized property for the NOAA Financial Statement. The second are the NOAA Specific Transaction Reports which provide information about the amount of work being done in Sunflower for the Line Offices. The third link is used to report requests created by NOAA employees using the electronic CD50 / CD52. (See below)
Previously Run Reports - When you run any Sunflower report, a sequential number is generated and appears on the screen where you are asked to confirm the criteria and the format for the report. You may re-run this report at any time using the same criteria and current data by selecting the Previously Run Reports link and entering the sequential number.

NOAA employees should no longer use the paper forms CD-509, CD-50 or NOAA Form 37-39 to report property transactions nor the paper CD-52 to report property that has been lost, damaged, or stolen. Instead, they should use the web forms accessible from this link.
Clicking on the CD 50 / 52 Transaction Menu link opens a new page with 9 buttons. Clicking on these buttons allows a NOAA employee to
The next three buttons are used to process the requests entered by use of the first four buttons.
