Servicing Personal Property Office The office responsible for coordinating all activities concerning the accountability of personal property is established within the Personal Property Management Branch, Logistics Division at NOAA Headquarters. The NOAA Personal Property program is lead by the NOAA Property Management Officer. All property staff nationwide report to the Chief of the Personal Property Management Branch. All NOAA personal property policies and procedures are established and issued from this office. To provide responsive service to NOAA employees who manage NOAA’s personal property, the world is divided into two “Hubs,” the Eastern Hub and the Western Hub. Each Hub is lead by a Team Leader. Within each Hub there are two Regions. The Headquarters and Norfolk Regions are within the Eastern Hub. The Seattle and Boulder Regions are within the Western Hub. Each region is staffed by Property Office Representatives and Property Office Assistants. Responsibility for coordinating property activities is assigned in accordance with which Region services the NOAA office that has possession of or responsibility for the property. This is determined by the State in which that NOAA Office is located. The responsible Region can not be reliably determined by the Region that appears on the UPR. Property ordered in one region but shipped to another or more than one region will be initially entered by the Property Office in the Region where the order was placed. However, completion of the record including the identification of the receiving office, the exact final location of the property, and the identification of the user of the property will need to be done by the Property Office in the Region where the property is delivered. Therefore, it is important that all parties involved in the transaction communicate with each other on the progress in completing the record. Property Custodians and Steward Contacts who use the web to request the creation of a new asset record in Sunflower can assist in defining which Regional Property Office will be responsible for the review and final entry of the record into Sunflower by filling in the Region field on the web form. The transfer of property from one Region to another should be initiated by the losing Region. The losing Region will ensure that the gaining Region is aware of and receives the request for the transfer. The staff of the Regional Property Office will coordinate the transfer with the gaining Property Custodian and obtain certification of the receipt of the property. The gaining Regional Property Office will then accept the transfer in Sunflower Assets and ensure that the losing Regional Property Office receives complete documentation of the transfer. |
