In accordance with an intiative announced by David A. Sampson, Deputy Secretary of Commerce in a memorandum to all Secretarial Officers and Heads of Operating Units dated October 3, 2006, and in accordance with a memorandum addressed to the same officers from Deborah A. Jefferson, Director for Human Resources Management for the Department dated October 20, 2006, as part of the response to recent incidents involving missing government property, mandatory critical elements are required to be placed in all performance plans for employees involved in property management, including Property Management Officers, Property Accountability Officers, and Property Custodians.

In addition, in accordance with a corrective action plan resulting from the FY2006 audit, it is now a requirement that all designated Property Officials, to include Property Accountability Officers and Property Custodians receive training within 30 days of being assigned their role.
