ROLES AND RESPONSIBILITIES

As part of the corrective action plan in response to FY2004 Management Letter Comment #7, each Line and Staff Office is required to appoint a property manager (PM) and an alternate. The Line and Staff Offices are required to name the person formally (in writing). This person will be responsible for the coordination of all property management efforts for their Line and Staff Office.

Property Managers

Property Managers are responsible for the coordination of all Personal Property management efforts of their L/S/CO. Their responsibilities include:

• Ensure that assets on the Unreconciled Payments Reports (UPR) are reconciled promptly in the DOC Personal Property System (Sunflower). NOAA policy dictates that the property be recorded in the NOAA property management system (Sunflower Assets) NO LATER THAN 15 days after payment for the property has been recorded in CBS (the Date Paid that appears on the UPR).
  
  
• Ensure that purchases of accountable property are entered timely in the DOC Personal Property System.
  
  
• Assist CWIP managers to ensure that capitalized personal property is reported as soon as possible after the asset is ready for use or it's intended purpose.
  
  
• Coordinate the data collection of the annual/specialized physical inventories.
  
  
• Assist with the disposal of excess property.
  
  
• Work with personnel within their Line/Staff/Corporate Offices to resolve outstanding unreconciled payments appearing on the UPR.
  
  
• Identification of potential CWIP payments on the UPR.
  
  
• Coordinate the Line Office CFO's signature for the NF37-6 (Report of Constructed Personal Property).
  
  
• Monthly report any new major projects for their Line/Staff/Corporate Office.
